Feather's triggered ability cares what the instant or sorcery spell targets only at the time the spell is cast (C.R. 601.2i, 603.2). The ability doesn't care what the spell targets at any other time, including when that spell or that ability would resolve (Feather's triggered ability doesn't have an intervening "if" clause, for example [C.R. 603.4; compare that ability with Ink-Treader Nephilim's]). (However, a spell with targets will fail to resolve if all of them are illegal [C.R. 608.2b].) Notably, Feather's triggered ability won't trigger if the spell didn't target a "creature you control[led]" at the time the spell was cast, but the spell then targets a "creature you control" afterwards (whether because one of that spell's targets became a "creature you control" due to awaken [C.R. 702.112a], because one of that spell's targets changed from a player to a "creature you control", or otherwise). See also this thread, this thread, and this thread.
Thus, for example, if Ondu Rising targeted a noncreature land as you cast that spell, Feather's triggered ability won't trigger for that spell, even if that land is a creature you control by the time Ondu Rising resolves (C.R. 702.112a).
Similarly, if Lightning Bolt targeted a player as you cast that spell, Feather's triggered ability won't trigger for that spell, even if Lightning Bolt's target then changes to a creature you control due to Redirect (C.R. 114.4).

EDIT (May 16, 2019; May 21, 2020): Clarification.

Manite posted a message on Commander 2019 Theme SpeculationPosted in: SpeculationQuote from Faruel »I love angels but I don't see them as a 5 color tribe. Sure there is the 5 colored Maelstrom Angel but nothing else. I wouldn't enjoy a Dragon v2 deck with just Angels instead of Dragons. I prefer to get some missing known Angels. I'm not talking about the 4th sister, because she is relative new. I'm speaking about Feather, Asha, Trine, Rahel and character strongly aligned to angels like Serra, Eskil. I could see Serra as playable Commander Planeswalker in mono white or bant with 'partner with Radiant' a new Radiant in the Boros colors.
I remember that Maro was confident that the 4th sister will get a card most likely some day. But if she is in any way similar to the first printing of the other sisters, than she should be strong enough by her own (not supportive to some tribe). She could fit in other decks supporting a different strategy like revive/sacrifice theme or something like that.
Between all the Bant, Boros, and Orzhov Angels, it looks like a pretty WUBRG tribe to me. There are enough Angels in every color to justify a WUBRG deck. Not to mention Angels are the second most popular iconic after Dragons. If any creature type is going to get a WUBRG deck next, it's going to be Angels. And if you want Feather and Asha in the same deck, you're already looking at RGWU. Might as well add black so we can get the Fourth Sister or a new Selenia while we're at it. And why shouldn't the Fourth Sister debut alongside her sisters in an Angel-tribal deck?
Quote from AtraxianShade »could even be a combined creature, like a council of the 4 sisters before Avacyn was created. It would have less impact on the lore of the plane and possibly less risk of plotholes/retcons.
Quote from Faruel »I like AtraxianShade suggestion better, because I never heard something about a Mother Angel. Angels are manifestation of mana. The Innistrad Angel Sisters comes from the same source of mana. Some angels are created to answer prayers/wishes from mortals at least in Dominaria. I don't know if we have any information about angel creation on Innistrad. Maybe the system is similar to the of Demons that angels can be 'reborn' as different Angel-beings when killed.
You mean like how they revealed there was a Fourth Sister when before all signs pointed to there only being three? Not every piece of a world's lore is going to be revealed in one visit. If the Mother Angel disappeared a long time ago, possibly because her essence split and formed into the Four Sisters, then it's understandable that most everyone on Innistrad has forgotten she even existed. -

I only get cards or things based on what’s in it and you can just get singles as well
While it is true that no one HAS to buy these that doesn't mean that because we don't have to buy them that they are safe from criticism. I see that often when someone doesn't like something; "well just don't watch/listen/buy it" and "you can't judge it if you don't like it" like those are reasons to not criticize something that has obvious issues. -

It is actually terrifying when you step back and look at it all.
We may voice our concern, our objection, yet we are few.
So many are caught under the spell.
The playerbase easily in the double digits of millions.
Even if a secret lair box sells a hundred-thousand units at $40 a piece, its still a profitable venture compared to the cost to make it.
And this is because its print to demand unlike past attempts where there was waste and excess in their storehouses. -

Its how loot boxes, pay-or-wait, duplicate leveling, and other insidious tactics got started.
The secret lairs is just an evolution of the exclusive buy-a-box promos.
People rationalizing in their heads why its a good purchase, why its not as bad as it appears.
If it proves such a profitable venture, why not extend that to putting never before seen cards in secret lairs?
All the while people ask themselves how we got to this point. -

Yeah, I'm sure that's what it is. Do you also enjoy paying exorbitant fees for a cable television package when all you really want are a few channels? Because that's exactly what the Mythic Edition is. It's a bundle of things nobody actually wants together. Are you a collector? Cool, here's an extra $100 fee for a bunch of loose WAR packs you don't actually want. Neato.Quote from whiffy penguin »So it’s not that it’s a garbage product it’s that you can’t afford it.
The reason I'm upset is because when WotC announced they'd be putting the Masterpiece series on hiatus, I assumed that to mean it would eventually return under it's old form. If WotC considers the Mythic Edition to be a continuation of the Masterpiece series (as evidenced by the fact the cards say "Masterpiece" on them) then yes, I'm very disappointed because it means we'll likely never see Expeditions/Inventions/Invocations again in standard packs. That's a shame, because those were a good idea that with a few minor tweaks could have been great. Instead we got this cash-grab nonsense that only benefits scalpers. -

From "lower the paper quality, so we might save some money" to "rise the price on the reprints products, they will buy it anyway" to "we in R&D don't playtest cards much, it is not our job" to "we wanted to push even more monetization to Arena, but if we did it people whould be upset, so we will introduct something even more outrageous and dial it back to the point we wanted saying we are 'listening to feedback'" to "we put this card at mythic because 'artificial scarcity'" to "people who play arena will be ok paying more than other games because it is MtG".
Secret Lairs are just the Nth iteration of the player base swindling.
If that is what you want to spend your money on, it's your money, you have the rights to spend them however you want.
On the other hand, it is our right to point out the anti-consumeristic practices the company is employing to push you into spending those money.

Microtransactions started with the horse armour in Oblivion and now we have $60+ AAA videogames that milk players through microtransactions and lootboxes by design.
WotC has shown that they really want to go down the slippery slope with previous "premium" products like the Masters products:
Fitst Modern Masters was a hit, it costed more than a regular set, but was good value for your money.
Second Modern Masters, WotC saw that customers were willing to pay that extra and rised the price considerably.
Then after the first Eternal masters they started to go down the slope: print them more often, rise the price, put fewer and fewer valuable cards among the draft chaff and see how far can we swindle money from these walking wallets.
When the customers started to notice they just put out the same product FOR A HIGHER PRICE (Ultimate Masters).
Then rebranded the Masters products into the Horizons product by adding CARDS THAT YOU CAN'T GET ANYWHERE ELSE that are legal in an eternal format and will probably not be reprinted for years.
I wouldn't be surprised if WotC started rising the price on this line of products then started to add either "hard to obtain anywhere else" cards or "brand new cards" to it.
For example, dishing out a 5 ally fetchlands and a 5 enemy fetchlands SL for $80 each and never reprint them again in any other widely available product for another 3 years.
Or putting Oubliette in those products, so if you need/want a x4 you either have to pay an outrageous amount of money to have them new or a little less to get some in poor conditions from the secondary market, all the while the card itself will never see another wide print-run.
Then the next step is to put SL exclusive cards in there.
If the product is a monetary success and no one voices any gripes with how it is handled because "you don't need to buy it" or "it is meant for collectors, bro/sis", then you can be 100% sure they will roll it down the slippery slope because there is no negative feedback to stop them.

Same reason why there are both Mirrodin and New Phyrexia.
Yet I'm surprised there wasn't the distinction between Dragons Tarkir and Khans Tarkir. They are different enough to warrant the Mirrodin / New Phyrexia split.

Never had a card -
- 4th Sister of the Innistrad Archangels
- Asha, the ruler of Bant
- Atraxa before becoming Atraxa
- ... A 5 color identity angel so I can use Maelstrom Archangel in an angel tribal deck...
Had a card, but really need a new version -
- Gabriel Angelfire
- Selenia, Dark Angel
- Radiant, Archangel
Really hoping we will get at least 1 of those.

"Pioneer Horizons"
Crappy reprints with a few poorly tested new cards and even less chase cards at mythic all for triple or quadruple the price of regular boosters and half the card quality coming in early-mid 2020!
If we are "lucky" they will also add a collector's version that costs 10 times the regular price and is still choke full of draft garbage, but will have cards with a slightly different border or with art that is actually original.
2
WotC must love this easy money.
They are already sneaking in standard playable cards in ancillary products while at the same time making them unobtainable unless you buy the ancillary product or the collector boosters.
The slippery slope is already there and we already started sliding down.
