The other major discussion, driven by War of the Spark, was regarding planeswalkers as commanders. We will not be changing the definition of what can be a commander to allow all planeswalkers into the command zone. The RC and CAG were also unanimous on this point.
Finally. Let this point of contention die a death.
Sheldon's latest article states they aren't considering taking the steps to make PWs legal right now, along with a nice quip aimed at Narset (she's on the watch list with Bolas's Citadel for being "too rough" for the format). "Aren't you glad this isn't coming from the command zone?"
First off Kolaghan doesn't work that way. The first step of casting a spell is moving it from where you're casting it from to the stack. Once the card is cast, it's not in the graveyard anymore, so it won't count for Kolaghan's ability.
Now in response to the question, Circu, Dimir Lobotomist is a strong commander option capable of knocking out staples such as Sol Ring, but also acting as a wincon in the command zone with Dramatic Scepter. I've found the deck annoyingly consistent to face, but I wouldn't have thought his tag line of getting rid of cards multiple players in a pod run was so relevant.
