Plus blue gives you access to Jace, which you absolutely want in reanimator. Frites ran Lingering Souls because it gave the deck breathing room. It'll be hard to replicate that unless you're playing four colors, which could problematic. You still want Faithless Looting though. Alchemy won't deal with cards in your hand that you need to ditch in your graveyard.

Golgari charm doesnt even relate to abrupt decay in an way since decay is a removal and charm does almost nothing. Other alternatives include black removal i.e. Ultimate price. But that doesnt destroy other permanents which abrupt decay does.
Its not going to see much play beyond a 1-2 of in any deck that would even play it which at the moment, doesnt seem likely - from a competitive standpoint.
Its entirely easy to go dual colour or triple colour in decks these days. Why would you not want to splash red for rakdos? Or splash green for abrupt decay. Its even possible to cast mutilate for -4/-4 on turn 4 with the shocklands even if youre splashing for 1 extra colour.
The only reason to go mono black is if you want to drop distress(rotating) reliably on turn 2, geralfs messenger reliably on turn 3 or phyrexian obliterator(rotating) on turn 4. \
GW dudes can never be tier 1 deck because it can't beat mass removal and has no reach, which is the most crucial aspect of any aggro deck.
That said I agree Sigarda has room to grow in price (not skyrocket mind you because it needed to be UW for that) but something like $15 seems reasonable.
