I am not entirely sure what you are trying to say, but any way I interpret it makes this statement sound wrong. I think you are saying that at least one card must be from a the set printed in Standard so if you have 4 Llanowar Elves, at least one needs to be from M20. Which is incorrect. If you have 4 Llanowar Elves in your deck, all 4 can be from Beta. None of them must be from the set that is actually in Standard.

So the deck really revolves around the High Alert enchantment. When it works, it works really well, but it seems hit and miss and I can't seem to get the combo out fast enough. Not sure if i need to switch in some Opts for some of these options. I've got the Selective Snare in there as I run into Simic Merfolk counters and Rakdos goblins regularly in my FNM store
Sentinel Totem would be a good companion piece to Fall of the Thran if you're gonna play that, it's a bit of a long strategy as you'd probably also want mana rocks/dorks to go with it. Remorseful Cleric would work as a better companion piece.
Instead of any of the etb lands, I go for Evolving wilds, which can be a game saver when your mana pool is too much of one color. What does the deck look like now with your switches?
Updating since the last post was a while ago, Dreadhorde Arcanist is probably worth taking a look at, it’s a wizard and can replay spells from the graveyard. Heartfire is possibly another option, it turns late-game Viashino Pyromancers or other small creatures into additional damage. There may actually be some merit in running Samut’s Sprint in the deck, you can use it to send a land to the bottom of your deck and playing it on Dreadhorde Arcanist allows you to replay all of your three-drop spells like Light Up the Stage and Skewer the Critics.

Try: Chandra, Fire Artisan is automatic. It's immediately a 5 damage for 4 Mana and only gets better from there....her ultimate should read..."Deal 7 damage, draw 7 cards."
Burning Prophet immediately takes my Viashino Pyromancer 's spot. This is the side-by-side partner of Runaway Steam-Kin you be get so much value.

I would also say it depends on if you're playing any other colors. If you have red, you can shock a giant beast and use the Finisher to remove it from the game. But overall the crafter is more useful.
There's also good potential with Truefire Captain if you're going to run a bunch of Reckless Rage. Removal and direct damage could be even more deadly. Plus, it makes Blindblast a useful card for draw power in a red deck.

The difference in rarity vs timeline could be explained the same way as baseball rookie cards are rarer.
I'm personally thinking of combining those with Pestilent Spirit as a board-wipe option

And if you're going to do that, add in some Essence Capture to make your blockers more effective
