He actually has seen a bit of competitive play recently, MVP Ozone was using him well but they seem to be shifting over to Nasus more now because spirit fire is bull****.
His biggest problem is that he pretty much does nothing late game if your ADC (or certain high dps spellcasters like ryze or karthus) aren't doing well. All he is is his ult. His early game isn't quite as strong as it used to be but it's still strong.
They're looking to rework him because of the ADC reliance and unfair laning things.

I'd run Memory Plunder over Sins of the Past - one of the great things about Plunder is that it's an instant, so while you can't get your own stuff back, using your opponent's own wraths during their turn is worth it:-) I'm also thinking Wrexial, the Risen Deep in place of Seer's Vision - you'll just get more value out of him.
Your '1 card' should show up in your collection as a black card with New Player on it, I think. Right click it and click 'open one of these' to get the goodies.

At the moment, I'm wondering if you've used Ambassador Laquatus in the past, or what your opinion of him is? He seems like a nice butt early on with a reasonably useful ability, but I worry he might be too slow.
The aim of it was to make every spell have a useful effect and also replace itself when used, meaning you'll pretty much never be down any cards from playing spells. That said, it doesn't really follow the 'lots of little things' idea.
People often hate on Slivers as they can often spiral out of control if left alone, especially with Overlord at the helm to search out the ones you want. That said, I think building one is perfectly viable on a budget - you'll take a speed hit, as a lot of your lands will come into play tapped, but colours shouldn't be a problem.
You could use:
The Alara shard-lands - Seaside Citadel
The Lorwyn Vivid lands - Vivid Grove
The new Return to Ravnica Guildgates (the cycle will complete in Feb) - Azorius Guildgate
The duals from M10 are great, and relatively cheap nowdays, thought the enemy colour versions printed in Innistrad block are a little more pricey at the moment - Glacial Fortress
The Lairs are also okay if you're stretching - Treva's Ruins
Another idea is to swing your manabase more towards green so you can run some of the great green land searching spells. An early Cultivate/Kodama's Reach can fix your colours just fine, and it never hurts to have at least a couple of each basic to avoid non-basic land hate.

I'm not sure what being an uncommon has to do with it - it's not like getting hold of playsets of uncommons is exactly difficult.
I think this is looking like at least playable, and depending on what decks spring up could prove really solid.
In terms of utility, perhaps some things to do with Kobolds if attacking isn't going to work? Goblin Bombardment, Kyren Negotiations etc?

Finally, artifacts like Darksteel Ingot, Chromatic Lantern and Vessel of Endless Rest can plug gaps in your colours if you need them.
