As I keep re-reading the cards I think this would counter, it does seem like the best you can do is stall those effects for a turn. On top of it being telegraphed, I'm not a fan.
Its usage seems to lean towards combatting things like Through the Breach, Goryo's Vengeance, Collected Company and the like, but I feel like we would just combat those through the use of a counterspell suite.
That then leaves us with it combatting Aether Vial and cards that bring themselves back with their own effects, like Bloodghast, and that seems a little narrow for my liking.
Hmm seems like you are going to want to cheat that card into play...I mean if you get to cast 7 cards for free...don't think you really need 10 bonus mana to cast anything else to win....nice insurance I guess if you cast fair.
Read the card, this doesn't let you cast those exiled cards without paying for them.
I'm probably in the smallest minority here that never wants to see Ravnica again. I don't understand what makes it appealing, especially not from a lore standpoint.
I didn't enjoy the environment that RTR block brought either, games were either over by turn 4, or dragged on for the entire 50 minute round.
Super dull.
I think it looks pretty nice, my only gripe is the random foil.

I know how bad the foiling process of FTVs are.
I run Chalice against my FNM group, mostly cos they're playing stuff that revolves around 0 and 1-drops.
Jeskai control, Grixis control, Elves, Cheeri0s, Bogle, but I think my FMN group deviates from the normal metagame.
Cursecatcher is already a 1-drop Wizard, and I can't see cutting anything for more one drops in Mono-U.
I also prefer to hold up 1U against opponents anyway, as it appears less telegraphed than UU
