So if i pay 3R, then it come back to play from graveyard without the two +1/+1 counter rite?

Hi, I am wondering if i am able to return my Worldheart Phoenix from my grveyard to play by paying 3R instead of WUBRG?
Please explain why if i cannot return it to play using 3R. I asked alot of player to read and they think that it can be return to play by paying 3R too.
My opponent have 1 creature in play. He play Hellkite hatchling.
As Devour only happen as it come into play - after resolution, do that means i can response and kill his only creature before his hatchling come into play and devour his only creature?
2) I cast Hellkite hatchling and decide to devour for 3. Do i choose to devour creature first then my opponent counter it with Remove Soul? Or my opponent have to counter it before i declare how many creature i want to devour?

1) I have a Mighty Emergence in play, If i cast a Hellkite hatchling and devour for 3. Do Hellkite Hatchling get the 2 +1/+1 counter from Might Emergence? Why??
