As to your question, assuming your opponent cast Turn to Frog after Jareth blocked, Jareth would indeed be an 8/8 frog with no abilities. The +7/+7 from Jareth's first ability applies after he becomes a 1/1.
However, there's no reason you can't respond to Turn to Frog with an activation of Jareth's second ability. A spell or ability doesn't have any effects until it resolves, so if you give Jareth pro blue in response to the Turn, Turn will be countered on resolution and will have no effect.
You can't use the Citadel, because of these rules:

There were multiple arts for many cards in Fallen Empires (all the commons, I believe, had several arts.) Not exactly sure why (just aesthetic variety, I assume.)
Oh yes I forgot to mention. He Oblivion Ring my first Olivia. I played my second Olivia. When he decided to scoop, my Olivias died from the legendary rule and he took his creatures leaving me with an empty board.
Actually, you won't get the Ring'd Olivia back. Though the O-Ring does leave the battlefield, its leaves-the-battlefield trigger won't be put on the stack, since that trigger's controller is no longer in the game. You'll end up with 1 Olivia on the battlefield and another permanently exiled.
I'm honestly not entirely sure how to handle the situation. He is certainly being a sore loser, but directly addressing that behavior, especially in a group of friends, can be awkward.
