As the ape comes charging through his goblins, Cyouni pulls out a dagger. Grimacing from the ape's blow, he flung it at the ape, killing it. As the ape died, the fumes from the goblins caused the elves to die as well. He retrieved his dagger and smirked.

I'm guessing it's my turn, as both your forests are tapped...and your Elves just died...

I like this. A lot. Personally, I would rather that you had original mechanics, but that's a small detail, as the mechanics fit the "revived" guilds.
Ah, wait. If Levy were borrowed from R11K, it might work. Yes, it is reactive, but that's what those guilds might be considered, isn't it? As well, blue is the primary "reactive" colour. Finally, it supports the flavour of the laws being heavily biased in favour of the guild.
Perhaps the Boros could replace the Selesnya in the Cult of Yore, as they would fulfill the same function...plus, they're the only "Shard" that will support Boros' RW...
With how you scripted the flavour, basic landcycling would work...except it's not impressive enough. As well, the basic lands, if I'm reading this right, would still consist of cities. If they go searching for basic lands, wouldn't they be supporting the city? I'm really not sure what could be put in as a replacement, but those are a few problems I see.
Finally, it would be interesting to see how you plan to have the "makeup" of these shards...
If you just bring it in via Transmuter during that last end phase...and survive with it for a second...then you can play most of those (excluding Ajani).

When your spells are all getting countered and your creatures bounced, infinitely, it gets annoying. Plus Reminisce, to keep it going. Ironically, I enjoy using Blue myself. But when you have access to all of your spells from the beginning...[shudders again]
