Curious. Nowhere on Brain Maggot does it say the card returns to their hand when Brain Maggot leaves play.

Being able to outright clone a Planeswalker would be an insult. A Planeswalker is a Planeswalker because they have awakened their Spark, an intangible force that cannot be created or copied and is only found within a select few individuals.
While there are ways to do what you're asking in the actual game through synergy between different cards, should Wizards print a card that is essentially 'This card enters the battlefield as a copy of a Planeswalker', it would cause quite a few problems with established lore.
Angel of Serenity
"When Angel of Serenity enters the battlefield, you may exile up to three other target creatures from the battlefield and/or creature cards from graveyards.
When Angel of Serenity leaves the battlefield, return the exiled cards to their owners' hands." Cyclonic Rift
"Return target nonland permanent you don't control to its owner's hand."
Situation: You play Angel of Serenity, targeting up to 3 creatures from the battlefield or graveyards when her EtB ability triggers.
If your opponent plays Cyclonic Rift at this point to return your Angel of Serenity to your hand, her leaves the battlefield triggered ability resolves, returning no creatures to hands. Then her triggered ability to exile up to 3 creatures will continue to resolve, permanently exiling the creatures you targeted.
If your opponent plays Cyclonic Rift after her first ability resolves, then her leaves the battlefield trigger will resolve normally, returning your targets to your hand.
Falenrath Aristocrat has the activated ability:
"Sacrifice a creature: Falkenrath Aristocrat is indestructible this turn. If the sacrificed creature was a Human, put a +1/+1 counter on Falkenrath Aristocrat."
Once Inaction Injunction resolved, Falkenrath Aristocrat is detained, meaning until your next turn, that creature can't attack or block and its activated abilities can't be activated.
Was playing FNM last week. Me (MBC) vs. Wolf-Run Ramp. Game has stalled, but he drops and inkmoth with a ton of mana and a kessig. I sigh, topdeck and play a wurmcoil. He swings in for 8 poison, as I have no answers. I look at the top card, Liliana of the Dark Realms. I think and start laughing. I drop a Lashwrithe, equip to wurmcoil, play liliana, -3 her to pump the wurmcoil (I have 8 swamps at this point). and swing in for 24 damage to kill him. needless to say he wasn't to happy about that.
Who cares if he wasn't happy, he was trying to win with infect.
don't know where you are getting these values but most of them seem to be 1.5-2x normal values of cards. most ftv cards values go similar to their normal paperback counterpart.

Been tinkering with the idea of including 4x Chalice of Life in the board as an alternate Win-Con and to shut down Burn.
Went 3-0-1 tonight at FNM. Before the tournament started, I swapped 1 Timely for 1 Elixir to the Sideboard to Mainboard a second Jace.
Every game was against a W/x Humans deck.
Quick question. is there ANY WAY to deal with Karn after he hits the field with this deck? any at all?
And to the quote in the post above.
If a planeswalker is o-ringed and comes back after o-ring is destroyed i'm pretty sure it looses all its counters and is immediatly destoryed.
The Planeswalker would return to the battlefield as if it had just come into play, so it would enter with it's printed Loyalty, provided nothing else modifies it such as Doubling Season
