There's nothing wrong with alternate Splice costs not involving the color as long as they don't come on cards very color-heavy. For example, a card that let you put Spirit tokens into play isn't necessarily any one color. Every color has gotten weenie tokens recently (Meloku for Blue, Raise the Alarm for White, Sosuke's Summons for Green, Zombie Infestation for Black, ...Goblin Offensive for Red?)

Seer is too crappy to be printed, even by WotC's standards.
Torrent is believable, but just in the wrong company with these other 2.
Tower: I GREATLY doubt they'll print any more Legendary Lands that are strictly better than basics like the first cycle. And White doesn't pay life to do things.

1. It's an uncommon. Prerelease promos are always rares.
2. There's no date on it. Prerelease promos are always stamped with the event date.
3. It's been confirmed that there will be 2 "prerelease" promos for BOK. One actual one, and one that will be given out at store preview events.
