Light both ends of one rope and one end of the other. The double-lit rope will take 30 minutes to burn completely and once it has you light the other end of the second rope. That way it had 30 minutes left and will finish them in double speed so by the time it is burnt, 45 minutes will have elapsed.
Hm... that seems to hinge upon the other prisoners all trusting you and all trusting that every other one of them trusts you. Generally common knowledge problems are phrased so that the participants have perfect logic and information.

Every mile a he has the second boat give 10 pounds of coal to someone on his boat so the his boat stays full while the other one loses 20 pounds per mile. After 25 miles the second boat will be empty and the first boat will be full and can complete the remaining 50 miles since it has a full load of coal. Though the other boat is stranded, he can buy a new one.
If he doesn't want to strand the other boat, then he can make it 66 2/3 miles since the other boat will spend 20 pounds per mile for 16 2/3 miles and then 10 pounds for mile on the 16 2/3 miles back.

Since hat is in the singular, there is only one hat on all three heads, so assuming the other two people are in sight he can see what is on their heads which must be the same hat that is on his head. Since there is only one hat and there is at least one blue hat, he knows he has a blue hat.

I'm fine with either an SoP or CPE lynch at this point. There really isn't much that goes in favor of CPE. His play hasn't been outright scummy, but it doesn't signal town any more so and his claim does nothing for me. Spot of Prey doesn't really have me convinced one way or another but he at least has a role that possibly benefits us if its real so all other things equal, I guess CPE is my pick.
