It isn't, really. This entire issue came about because most people can't afford to play Legacy, let alone Vintage, because the prices for staple cards are artificially high due to the fact that most of them can't be reprinted due to the Reserved List. Thus, if they want to play these formats, the only way they can do so is via proxies. (I personally got whipped playing a 10-proxy Legacy tournament many years ago, but at least I got to play)
So, yeah, the crackdown on proxies and the Reserved list are inextricably linked. It's like Wizards is saying "Legacy and Vintage are only for special people, not for the common rabble to play". (While this might still be true even if the Reserved List were 86'd, it'd still be better than what it is)

This is my take on the Idea. It started out as a hybrid heroic/Scales deck, but I ended up tossing out all the Heroic creatures except Favored Hoplite. It works SO WELL in this deck. Heroic and Scales combos nicely, and Favored Hoplite is my #1 go-to target for Dromoka's Command.
If Scales comes into play early, this deck just hums. It kind of sputters without it, which is why I added the 4 Communes.
