It's actually closer to 16% (15.9), but that doesn't include mulligans, and the deck runs card drawing. If you can draw a total of 10 cards by turn 2, which isn't all that hard to do, and mulligan no land hands, you go up to about 30%.
Keep in mind, though, that its a lot easier to have two seperate cards than two copies of the same card.
My main problem with this (other than the power level; this is quite easily the most powerful enchantment removal ever printed and one of the best for artifacts) is the phrase "up to". Neither the blue card (where it matters greatly) nor the red card (where it does not) have the "up to", breaking the cycle a bit. Perhaps the blue one is just slightly wrong, as that would move it solidly into the "playable" range, but I doubt it.
Also, white is already getting a disenchant in this set. Having this card, almost strictly better than it, would overshadow that card a bit, and wizards tends not to do that when it isn't a rarity cycle.
Significantly better than *** in T2, as it hurts rav a lot more than *** if they don't have a ravager out, and can actually deal with DSC. Still doesn't mean it'll be played.
