I don't think this will be particularly useful until after Mirrodin rotates out. It's simply too slow to deal with ravager reliably, and doesn't have the advantage of cycling that AV did (as well as destroying everything, but I digress). After Mirrodin, there will likely be some kind of recurring soulshift deck that emerges, and this will be an excellent foil for it - but most of the time, removing the creatures from the game is chrome and you'd just as soon have a ***.
Block, of course, it'll be a house, but all board sweepers are houses in block.
If they costed this at 5, there would be no reason to have soulshift in the block; it would be effectively neutered. It's the same reason that AV cost so much in the creature block, or why mirrodin didn't have global artifact removal.
