@bravelion83: According to Mark Rosewater, slivers can be found anywhere in the multiverse. For example, Tempered Sliver is clearly from Mirrodin and Dregscape Sliver is from Dregscape - a place in Grixis. As for the Simic and slivers, I imagine that even them wouldn't want to continue experimenting with mutating slivers after they will find that slivers can obsolete a lot of lifeforms.
