R/B control has some interesting options. Clear the board with pyroclasm and slagstorm then beatdown with a grave titan or something. However, a R/B deck will be lacking in CA which is fairly important for a control deck. You can pack as many good cards in your deck as you want but being able to flow properly is another question. Inquistion of kozilek and even slagstorm seem like fairly good options against cawblade (IoK for hawks and counters plus slagstorm for emeria angel and hawks.) Overall, I feel like a R/B deck has potential but it certainly gives up versatility and consistence for raw power.
Ok let's say that I have an eternal witness under my control and I go ahead and cast rite of replication on the eternal witness. Can I use an eternal witness copy to return the rite of replication to my hand?
Fortunetely, I like my LGS a lot and the people that go there are a pretty tight group. It's only when these two DB's show up that things start to turn unfun. The aforementioned DB's can't accept a loss for what it is. No matter what happens, they intend on blaming their opponent for "lucky draws" or blaming "mana screw" becuase they believe they cannot lose without luck messing things up. Everytime I play them it ruins my night because they complain the entire time and win or complain the entire time, lose, and continue to complain.
I'd like to say more, but I don't think it's anywhere near as bad as you've portrayed it. Black isn't nice, but 4 IoK's does not a match make. It's tempo, counters, and laying a threat down. If your Valakut matchup sucks, it's not because U/W has a bad matchup vs it.
This. I don't understand why people feel valakut is a hard matchup. Counter their ramp making sure to keep a counter for titan then beat face with some type of threat and win.
The problem I see with Norin is, apart from Confusion in the Ranks, Pandemonium, and Warstorm Surge abuse, what does he actually DO? Wouldn't the deck running Norin be better suited by running a general with amazing combo potential like Kiki-jiki or game-ending aggro potential like Godo?

The way I see it, putting black in trades a couple counters and maybe an ItR or two for doomblades and IoK which to me esentially do the same thing. IoK and counters remove threats before they are problems while ItR and doomblade remove a creature that is already on the board. I believe the blue cards are much more versatile than their black counterparts so I see no need to splash black. The only think I would consider "good" from black would be creeping tar pit.

On topic, I would say the deck should definetely include U/R mainly because of izzet cards and, or course, for all of the chandra iterations. As for a general, I think either Tibor and lumia or perhaps Jhoria of the ghitu could be the steampunk general.
I think ItR let's you play a better tempo oriented game. In the mirror, I'd much rather have an ItR since it does everything O-ring can do and it's actually better against their O-rings.
I agree with this completely. O-ring is very weak against the mirror because you can use your turn casting O-ring then they can EOT cast ItR or some other thing that takes out enchantments and you are basically timewalked. I think O-ring is good but only to a certain extent.

This. Nobody at my store believes that mono-red can be played in EDH but I intend to prove them wrong!
