So it seems to me the main driver of what will be downshifted to common is what the limited archetypes are, since that'll determine what bread-and-butter cards they need at common. We don't really know anything about that yet (the Mythics are just random good stuff, and heavily color imbalanced too), so it's hard to predict anything.
There are lots of cards I'd like to see downshifted. Here's a few:
I would love to see better color fixing lands in pauper! Maybe Gemstone mine or the creature only lands might see a common print, the two cities probably not :-(
There are some nice gems in your list. Would be great if some of them saw print.
On December 7th a new Masters product will be released. The Masters sets brought some nice goodies to the pauper card pool. Let's hope this set will also deliver. At the moment there are 41/254 cards known, but none of the commons yet.
What are your hopes and wishes for this set? Any specific cards (realistic or unrealistic) you would like to see? (I personally would love to see Fatal Push downshifted. Black needs more love in pauper!)

Tethmos High Priest has potential as late game value engine for the W heroic deck Ressurection might be the beginning of a WB reanimator deck. Personally, I was hoping for a downshift of Zombify to push BR reanimator
Foil is already called paupers Force of Will. I think it's going to be more of a sideboard card against decks with few keyspells that MUST be countered. The card disadvantage of 1-for-3ing yourself is a real downside

Fire/Ice This card is a huge addition to the pauper format. I forsee this card seeing a lot of main deck play in izzet color decks due to its incredible flexibility. The question is probably more how many copies of it are played maindeck. Dimir Guildmage is a bit fragile, but has huge potential in a tron shell to draw cards ad absurdum or to shred opponents hands apart
I can see Hunted Witness in an Aristocrats shell, but Healer's Hawk looks pretty miserable to me. In which deck do you see potential for the card?

On a totally unrelated note... I have seen some Tron and Izzet Pieces builds using Devious Cover-Up
Healer‘s Hawk does not generate card advantage like Squadron Hawk. And as a SB card against burn/fast aggro it seems too fragile and not impactful enough.
Does Izzet Delver have space for it? (I think yes)
How many copies main deck? (My guess would be 2-4)
