Gee, I love decks that glorify the American Prison System. Advice: make sure you convict and torture your prisoners without due process of law, keep your detainment centers concealed, and make empty promises about abolishing them should their existence ever comes to light.

Increase Ghost Quarter to 3 and land count to 24.
Increase Mindshrieker to 4.
Codex Shredder sucks. Replace it with 2x more counters/draws.
Land screw your opponent and strike with shroudy critters. Ardent Plea fetches enchants, duelists, or ponders and pumps your dudes. Telemin Performance against control opponents running few or no creatures (also puts their precious lands into their GY). Not sure what to put into the sideboard here. Any comments would be appreciated.
