Also, I'd make a second Ganho-esque person, possibly in a different color, who count the number of Arcane Spells in their hand and graveyard. and does some other effect.
This effect is in flavor for red, since red is all about temporary control. In this case, you temporarily control target creature's power, and apply it as damage. I like it as RRR and instant speed. That's my interpretation anyhow.

Actually, Occam's Razor has solved the mystery. Because the card IS chains of Mephistopheles. I just took the Oracle wording for that and made it a card, because I thought the oracle wording was crap.
Unceasing Torment 1B
Enchantment
If a player would draw a card except the first one he or she draws in a draw step, that player discards a card instead. If the player discards a card, he or she draws a card. If the player doesn’t discard a card, he or she puts the top card of his or her library into his or her graveyard.
I like the way it sounds, I got to say I don't care if it's not expert enough or whatever. I could give a crap about how well crafted it is or whatever. Half the music that comes out these days is absolutely just annoying to listen to, but this stuff sounds good. So it's good for me.

Instant
Counter target spell. Instead of putting that card in it's owner's graveyard, return the spell to it's owner's hand.

The other cards look fairly decent and standard.
Sim City, Blood Wars, Rage, Middle Earth (the older one)
The original middle earth game was probably my favorite of these.
