Bloodcast is just Warcall, but taken much too far in terms of power level.
The Recruit abilities are exceedingly powerful. Bloodbraid could only cascade one time, and just that was enough to dominate Standard. Getting free spells (creatures even), is just too good.
As for Battleraise, I think it's pretty cool, but I'm not sure whether or not we should be swapping to a graveyard mechanic on the combat realm.

Now, I'm not expecting to go out and win any PTQs or anything, but I just wanna see if this can stand up to your average FNM or small scale tournament. I'm trying to keep it more-a-less budget, but I'm willing to invest a bit if necessary. (Jace 2.0, for instance, is more then willing to spend for this deck.)
Currently, I'm not really liking Sejiri Merfolk in there since I have to spend a Mirage to get them going, and I'd rather have Cancel/other counters. But if I removed them, I think I'd be short on Merfolk/creatures.
Any ideas?
If you're really into the enchantment theme, I would suggest moving to Extended as it gives you access tons of great things to things like Enchanted Evening, Greater Auramancy, Ghostly Prison, Forced Fruition,Imperial Mask, Story Circle and the very nice Grand Arbiter Augustin IV. Some of them are slightly more expensive, but I figure you could easily keep the whole thing in the $40-50 rage.
EDIT: Add some Zendikons to your list. They'll not only grant you creatures, they'll activate Sigil. Guardian Zendikon also pairs nicely with Perimeter Captain, while Wind Zendikon is flying 2/2 "one drop".

Before anything else, no, I don't intend to run that many basic lands, I only put those there as fillers since I haven't quite decided on which others to use.
The mean idea here is, like the thread states, to make a wither deck based around elementals.
The main card I was considering running, but am apprehensive about, is Soul Snuffers, but they also cause quite a bit of harm to my creatures, so I dunno.
Any help is appreciated, although I'm trying to keep this budget friendly.
Anyway, I hope to be able to have some decent discussions here and whatnot. And I'm not sure whether I should post my deck in a welcome thread like this, so I'll hold that off.
