Yeah deathcascade can fizzle pretty hard if you hit a spell with no good targets or a mana dude...I would be interested to see how well this synergizes with the artifact shell before I include.
A 1/3 body is a nice defensive body for control decks, and 1U is a good price point for a defensive creature. The cost reduction is pretty powerful, and I expect him to loot about once a game as well. I think it's worth testing out.
Plus when you actually counter a card later in the game you are more likely to be holding lands to pitch.
While this card is versatile and survives wraths, I think it is not good enough. Haste is such a weak ability on a 2/2 body. Best case scenario you play this with another removal spell in hand, so that makes it more of a midrange card.
I agree that there is so much design space to play with for a 'snow' theme set, and the return would be a throwback to older formats. The artwork of the Khans block temur cards were really thematic to ice age, maybe a return to that block could feature snow lands.

Most counterspells improve cost with added benefits, plus wraths / other important control spells are cheaper.

4 mana seems steep to me tho. I wish there were a different way to get counters up, like tap add a counter or pay 3.

This card seems really pushed. So many good targets. Fetchlands, early agro creatures, spellbombs, etc. This seems perfect in midrange GW builds.
This could be a huge tempo swing and might make players think twice about drafting multiple signets.
I would rather have Drana at this CMC.
Having to survive a turn after attacking is pretty bad since your opponent can play around it more.
Overall I dig this card a lot.
13 monkeys was pretty cool back in the day.
White: protection from x ability
Blue: spells cost more or draw a card
Green: mana producing/searching
Also if they do snow duals they better be legit duallands or don't even bother.
