Like some other poster said, it's kind of like an installment plan. Pay 3R now, 1R later for a 6/6. What i'm not certain of is this: does the creature revert to 3/3 on the turn following a turn in which you leveled? Must you repay that cost every turn? Or is the effect permanent? I'm guessing its the latter.
Sorry, wasn't trying to sound rude or anything in my original post. It should be permanent since that counter will stay on the creature, he should never revert to a 3/3 unless an opponent removes those counters.
So if i understand the level up mechanic, the minotaur is roughly equivalent to the following (well, this is how i like to see it anyway)
For levels 1-6:
Lord of Shatterskull Pass - 3R
Creature - Minotaur Shaman
At the beginning of your upkeep, pay 1R or {this} gets -3/-3 until end of turn.

For levels 6+:
Lord of Shatterskull Pass - 3R
Creature - Minotaur Shaman
At the beginning of your upkeep, pay 1R or {this} gets -3/-3 until end of turn.
Whenever {this} attacks, it deals 6 damage to each creature defending player controls.

A 6/6 for 4CMC is a pretty good deal, even with a 1R upkeep!
