There is no incentive to make Legacy affordable. Legacy and Vintage are largely becoming online formats, where there are no restrictions, and they can lower the barrier to entry without pissing off a lot of people.
The incentive would be featuring them more prominently at Pro Tours and more regularly at GPs. Legacy is a viable means for Wizards to make money and expand viewership of the game. Whether they see it as such is another matter entirely, but saying there's no incentive is just wrong.
