you can actually come quite close with Moldervine Cloak and Oakenform. Disregarding stuff like Mindslaver, Meddling Mage, etc, which affects every possible card pairing, I believe that Cloak is strictly better. it has an additional ability but it's optional and it only functions out of your own graveyard, so there's no way for your opponent to take advantage of it
a similar one is Search for Tomorrow and a card I forgot the name of that's the same as Search but without suspend
a) mill spells can't hit creatures
b) there are very few good milling creatures, while there are a handful of good burny ones
c) decks are more likely to damage themselves, making a burn deck's job easier, than to mill themselves, making the mill deck's job easier
d) there are a few archetypes like dredge and show & tell (with Eldrazi) that it's impossible to win against as mill
e) mill decks are typically blue/black, so they have worse mana bases than mono-red burn decks
f) mill spells are typically a lot less efficient than burn spells
considering that Burn isn't particularly strong, that should tell you all you need to know about mill in legacy
2. thought up some new tech: noxious revival, because screw thoughtseize, and it also can hate out deathrite shaman ramping, or shuffle away a snapcaster mage target.
noxious revival seems very weak in all of those applications
in the first case, you're giving up a (otherwise extremely bad) card and a draw step to keep your best card. that's pretty much inferior to sideboarding in a generally good card, since that'll be useful in the case when your opponent doesn't have discard. trading a card and 2 life for a Deathrite Shaman activation seems pretty awful, and same with stopping a Snapcaster Mage, especially since you're just giving them the spell back
the only issue with that line of play is that it doesn't work too well with karakas. if you tap mangara and then karakas, he will still be bounced if Mother taps; on the other hand, if you tap mangara without tapping karakas, the opponent can choose not to tap Mother, which means mangara gets exiled. you can work around that if you have an active vial at 3 though

yup, this is what makes the mangara/karakas trick work. It also means that, for example, you can use Mangara to take out an untapped Mother of Runes, by targeting it at your EOT.

then you've spent two cards and five mana to mill 10 cards (almost completely irrelevant) and gain probably 12 or 15 life. who cares

in my opinion, 4 Revoker was by far the strongest option even before the rules changes
you target it at opponent's EOT, forcing it to tap, then target it again on your turn
