If you declare no blockers, then priority is passed to the attacker. He then gives you the okay if he isn't pumping anything, then you are the last person to decide if you want to do anything before damage.
Infect means that your opponent gets no penalty out of using Fetchlands, Shocklands, Phyrexian Arena, Dark Confidant, etc. etc.
All their life payments become totally irrelevant, so you are basically giving them free resources to use.
