-Leyline- In my testing I found I sided in Leyline CONSTANTLY. Decided it should be main since I sided out Wrath of God most times.
-Castigate- I agree that student and Figure seemed crappy. I cut them for Castigates which is almost always an active card. Especially in our bad matchups which brings me to my next point
-Purify the grave- I like that after side we have Path, Castigate, O-Ring, and Purify the Grave. Some decks just dont have enough win conditions to deal with us. Especially when we are constantly fetching and shuffleing them back in. This is relevent against Tron, mirror matches, control decks, and most combo decks. I am strongly considering Surgical Extraction over Purify atm.
-Necrotic sliver- is in there as a 4th O-ring. Good in the Mirror and good recurrable Catch-all.
-Flagstones/Ghost Quarter-The reason I like Flagstones over 8 fetches is because it allows us to run a full set of ghost quarters and not worry about emeria. Ghost quarters is SO KEY vs affinity. We gain enough life and their only out is Nexus. Well we deal with that easily when we run 4 ghost quarter. As a side note they run out of lands to get between path and ghost quarter for extra value.
-Suppresion Field- Good against more matchups, Pod, Twin, Affinity. I might switch these for strait disenchant. Still good in all those matchups but i get some cross hate against caw-blade, fea, hivemind.
I think you were missing the point of the rules I posted.
We actually use this as a format for a league. To do that you have to agree on one site that you use. Even if you get it cheaper there has to be a sight used as the "constant". I agree that starcity prices are inflated but that is not the point. We are not actually ordering the cards from them just using them as a price guide so to speak. If your $50 deck costs you $30 on some other sight grats...if it costs you $60 nobody cares as long as its $50 on the agreed upon source.
With that said, the $.20 for each common rule is not unreasonable at all. There are not many commons that you pay much more for. Also any common actually worth more then $10 can still not be played (ex. maze of ith). If someone complains because 5 commons in your deck are worth $.50 instead of $.20 then those poeple need to get better paying jobs lol.
In summation i was just trying to give a set of ground rules to run a league off of. If you wanted to use troll and toad thats fine too as long as everyone doing this uses the same source for thier pricing. This variation is a great way to attract new edh players to your group.
Tithe is pretty good. You can get it with sunforger to get misveil plains. Then you can orims chant one person out.
I run a small giant pacakage as you do so I run giant harbinger to search for sun titan, Stonehewer giant, desolation giant, hamerback goliath, or jotan grunt (another functional mistveil plains)
Serra avatar is a one shot dude that makes your life relevant, as is phyrexian processor.
Lastly focus on litte dudes to carry swords that can disrupt your opponents like dwarven blastminer.
I also play everything that gives my guys haste so i can play Brion and fling somebody on a spots notice. (Lightning greaves, in the web of war, anger)
Its funny in my area we also do a $50 edh tournament. We run leagues on Mondays and usually get 12-14 and decided to start doing these once a monthish to get more people into it.
Some rules we use....$10 cap on any card.
all commons are .20
Basic lands are free
We use the lowest nm value on starcity for our pricing.
Additional banning of Dream halls because apperently it breaks this format...meh
I am playing uril for my budget deck who is a beating btw. I will look more closely at your list and edit with ideas.
If you are going to spend $5.00 on a card it needs to be I WIN now kind of card. I dont think that disc or transmuter are worth running. Sometimes you can't "Cheapen" a deck and maintain the same game plan.

+Buried Alive....another tutor for bloodghast, nether traitor, and squee or get 3 utility guys late when you are set up with dance of the dead, phrexian reclaimation, or tortured existance.
-Quietus Spike (for horobi, Death wail...strict upgrade imo)
-Gobling welder (for buried alive..underwhelming....our artifacts are not good enough for him focus on recurring our dudes..thats our strength)
-anger (for butcher....imo haste isnt a huge deal for us)
-yawgmoth's will (for vitimize....most the time we will get more with victimize then will)
-thought gorger (for kagemaro...i tried gorger after seeing this and have never wanted to cast him....i even like malfegor better)

on a parting note i also like attrition, faceless butcher, and Shriekmaw in this deck....
How do you guys think this will impact the deck. I personally find myself starved for blue mana often times.
