Influenced by religous and traditions, the Chinese worship and pay respects to their ancestors (may little can be seen from the fact that we put last/family name first), and depicting of skeletons is considered offending to the dead. Compared with skeletons, zombies are what we can be more acceptable.
Being a Chinese living in China, I don't know there's any laws or regulations clearly prohibit arts depicting skeletons, but there are some against violence and/or sex contents in arts. I think the latter is mostly because of here lacks of certain rating systems.
As for the skeletons...recently the patch for World of Warcraft: the Burning Crusade was online for us Chinese WoW player. To our surprise...the skeletons in WoW get the same treatment as they are in MtG...that is, skeletons to zombies.

He's talking about the real creature maker in Future Sight. I don't play MTGO, but I'm guessing the other tokens the other makers made use respective arts from the creatures with the same name...
Actually, a Rules Primer normally doesn't include all the new keywords or new rules introduced by this new set, since the day WotC invented such kind of documents to prevent "leak." (Remember the day when we can get new cards from that set's FAQ, which was released to help pre-release?)
So, don't expect Rules Primer to have every new rules we may encounter when we're playing pre-release, so far, WotC includes only "known" cards in their Rules Primer...nice job, WotC.
I agree with Pharmalade - if the info is accurate, Slaughter Pact will see some play. Good players understand that free spells are important. The 6/6 is nice with Thick-Skinned Goblin (don't have to pay the echo) or with anything granting haste. Trample is sweet!
My bad, Pronigious is right. At least if you pay Thick-Skinned Goblin's replaced cost, it isn't the Shah's echo cost as it stated in its wording.
So instead of paying echo cost of permanents, you pay 0. It is indeed equivalent values, but they aren't the same thing. It would say "The echo costs of all permanents you control are reduced to 0" if you were still paying the echo costs.
As far as I know, Neither does Beijing.

Back to topic. IMO, River of Tears' art is THE eye-candy for this set.
