I'm inclined to believe it. After the super-quickness of Affinity (admittedly destroyed) and the overall fast tempo of the game, they've said that they're trying to slow everything down. I.e., for the Shoals to be useful, you have to have high cc spells in hand. Most of the playable legends have pretty high cc's and they make up a good portion of the set. Nothing would slow the game down more than having a mechanic that requires you to return lands to your hand...they're the only things that are "time regulated" by a 1-per-turn-rule. You want slow, you got slow.
Also, has anyone read the last book yet? Wizards does lots of crazy crap with sets/cards and then makes it all okay by saying it's "in flavor". The green samurai for instance. Maybe the other colors find a way to use the Soratamis' method to fight the Kami? Just speculation, of course, but look at how green was 'ignored' until Fifth Dawn and then got a bunch of useful stuff.
SOK: Yeah, gross. It might have something to do with Equipment, since it's carrying, what...3 swords, a whip, and a garrote (little tiny hands in the front).
9th: Jade Statue...it's a statue, it's jade-colored...jade statue.
Rav: Would they reprint Skyhunter Skirmisher this soon? Probably just a new 1/1 white flier with whatever the set mechanic is. They'd want to show that off with a teaser.
