I think it could be printed.
You can play it as a Fatal Blow for 1BB
You can play it as a restricted Shock for 1RR
You can play it as a Terminate that can be regenated or prevented for 1RB
I think a two for one is rare enough to make it weaker then a straight Terminate but it still might have too much power.
Simic Sieving is cool
Rosewater mentionedthat Dissension was going to do somthing diffrent with Enhanced Spells. Thinking about it Guild mana enhanced spells are interesting.

So far I count 13 known cards that work with the top of library (not counting dredge abilities). The orb has 38 hits ( counting dredge, multiple reference on the same card and random card names). As a reference champions of kamagawa has 15 cards and the entire kamagawa block has 28 cards. I don't know what to make of it but I think there will be some deceiver like cards that care about the top of your library in future sets. What do you think.
