If there are no permanents on the battlefield other than Ooze Construct creatures, you win the game.
Whenever a creature blocking or blocked by Gray Goo dies, put a 1/1 colorless Ooze Construct creature onto the battlefield under your control.
Sacrifice an Ooze Construct creature, ,t: Destroy target permanent.

Activated abilities of ~ can only be paid with mana produced by basic lands. X in these activated abilities is equal to the amount of basic lands you control.
W,t: Put X 1/1 Soldier creature tokens onto the battlefield.
U,t: Draw X cards, then discard cards equal to the number of nonbasic lands you control.
B,t: Put X target creature cards from your graveyard into your hand.
R,t: ~ deals X damage to target creature or player.
G,t: X target creatures each get +X/+X until end of turn.
Wordy I know, but it seems kinda cool.
You could always modify the Primitive keyword. Primitive casting (Spend only mana from basic lands to cast ~). Primitive activation (Spend only mana from basic lands to activate abilities of ~). Primitive equip, etc... Pretty much "primitive" could be a modifier keyword for anything that requires mana.
Also, it would be a great keyword for Muraganda.

I'm unsure of the flavor here, I'll admit. Otherwise, the card functions smartly but would be frustrating to play against and not much more fun to play.
I was hoping for more interesting mindf'ing designs for this challenge. If any of these conveyed flavor strongly and accurately enough I'd've probably given its designer the win. None of these quite thrill me mechanically either.
So, if you're of the belief that nothing outside of your own mind (cards in hand) exist, then you're 1) going to need proof that they do (the opponent's having to show you a card from their mind (hand) when they try to put something into reality (battlefield), and 2) going to be suffering from an ever-increasing paranoia about the things you surround yourself with (the cumulative upkeep, as those things are no longer in your own mind... they might have been when you cast them, but now you're just not sure anymore). Perfect PKD flavor, IMHO. Especially if you've read "Eye in the Sky".
Oh well. I'm likely sitting this one out, but just in case, feel free to consider this a placeholder.

Cumulative upkeep - Exile a permanent you control.
Players can't search libraries.
Whenever a permanent enters the battlefield under an opponent's control, exile it unless that player reveals a card with the same name from his or her hand.
