Mill should be the crossover, not the counter. I understand where you're coming from, but black using counter-spells just feels wrong, since black controls death, not magical decay.
Mill is cross over, but I dislike it since if you're not playing mill, it makes 1/3 of the options useless, it'd be kinda like granting Infect to one of your creatures for a green option.
Obviously, countering stuff is blues pie but this card isn't hybrid, it multicolored so I meshed blues counter spelling with blacks hate for weakness. I really wanted a counter effect and I think if countering couple be called tertiary in any other color, its black.
Also sorry, hybrid was a bad term to use, I mean "multicolored" which is unfortunate since I'd prefer an effect that could be hybrid, but no other color besides blue really gets countering.

Yes, VERY strong but I'm looking for a card that punishes cheap spells as opposed to expensive ones like mana leak. I'm hoping for slightly lower than Abrupt Decay power level.
Like the rest of the charms, it has a blue compliment (Boomerang) , a black component (Funeral Charm), and a hybrid component (Smother / Counter spell).
FYI, I believe the term you're looking for is Ability word.
That being said, three matters could be fine, but I think that you should restrict it only one type, like if you control three creatures (creature craft!) This makes it a lot easier to grok IMO.
Well sure, there's a lot of design space you could explore with Levelers but I agree that if you can do it more elegantly with another mechanic, then you should.
FYI, the upkeep trigger one is a lot harder to trigger since you need some sort of Spellbook effect almost certainly. If we switched it to upkeep, I think 3 mana MIGHT be ok?

The last ability doesn't see that ultimate'ish to me.
I get what you're saying though. Maybe "Search your library for a creature and put it onto the battlefield?"
Why not make the ultimate something like
You get an emblem with "Kraken, Leviathan, Octopus, and Serpents you control get +3/+3"?
