There is no "target player" part to Chandra's Outrage. Chandra's Outrage only targets a creature. The creature's controller is dealt damage without being a target of Chandra's Outrage. The fact that it only targets a single creature is the reason that Chandra's Outrage can be copied by Precursor Golem's ability.
114.9a Just because an object or player is being affected by a spell or ability doesn't make that object or player a target of that spell or ability. Unless that object or player is identified by the word "target" in the text of that spell or ability, or the rule for that keyword ability, it's not a target.

Interesting tutor. A win win situation either way but too bad it doesn't go back into your deck after you exile it if an opponent chooses not to let you have it.
