I have three decks containing Blue.
A U/B Infect deck.
A U/B control deck.
And a White-Blue Mid-range/control deck.
None of them feature Jace 2.0. All three have won at least 1 FNM, see plenty of wins on MWS, and the White-Blue has won a tournament on MTGO.
So while the norm is to run Jace 2.0 in any deck featuring Blue, it doesn't always have to be that way in order for a deck to be competitive.
