I think the process is as follows:
1) People who can't brew look to netdecks for their competitive lists.
2) People who are competitive want to get ahead of the pack and secure their tourney cards as soon as possible
3) As there are no netdecks prior to release, this group must rely on their card evaluation skills.
4) As they are not brewers, their card evaluation skills are poor. This leads them to hype the wrong cards.
5) The first SCGs, GPs and PT happen. This group buy into the latest netdecks and forget all about the spoiler season
6) cycle repeats.
I also think that the competitive netdeck crowd have the greatest influence on prices, so as soon as their attention is lost the cards slump.
Of course with Forerunner being a tutor this does behave like a 2-card combo so it's not too hard to add an extra piece if you are running many Enrage creatures anyway
I have no idea why this wasn't printed at 2G. 3/3 is the right size for that in Green (best creatures), and in terms of exploiting it, in Standard it woudl still take to t5 to be worth it, and even with fetches in modern, it gets Path'd easily enough, or the life loss from all those fecthes does bad things to you anyway. Just doesn't seem strong at all on 4 when it might have been a good, but not broken, card on 3.

Is anyone else hot on this card? I feel like the combination of a 3/3 flash high flyer with a decent (if conditional) ETB effect might make this quite a powerful choice for any Pirate decks that might be upcoming. It certainly looks correctly costed for what it does and is useful at a lot of stages of the game.
Anyway, to answer your question, an activated ability is anything that requires a cost to perform, such as tapping or mana. Pithing Needle will never work against Mayor of Avabruck because his wolves come from a triggered ability and his +1/+1 effect is a static ability.

Liliana drinks something different every time to get all the experiences from life (yay hedonism)
Chandra drinks Relentless because SPEED AND ENERGY OO YEAH
Nissa drinks herbal tea coz it's s gift from the land
Honestly, I'm disappointed with the Scourge because it feels like a waste in a multiplayer pack when it would fit just fine in a Standard expansion. Wizards ought to be exploring multiplayer design space so even tho it's bad I like Fortunate Few more.,
