I'd argue it is a better Erratic Portal, it was mostly used on your own creatures anyway due to the "can be stopped if they pay 1 mana" clause of Erratic Portal.
It think it's worse because you can only use it on your turn. Erratic Portal might cost one more but it is the same thing except you can use it on any turn plus it can be used to snipe something of your opponents if they're forced to tap out. Maybe having it be on every turn would have busted limited or something. Still think I like this set over all though.
If your opponent taps out when you have erratic portal out, they're bad MTG players. Erratic Portal was primarily used to bounce your own stuff when it was legal in standard/extended.
I know that, but not only will your opponents sometimes make mistakes, it's also possible for an opponent to be forced to tap out in response to something you or somebody else does. Especially in EDH, w hich is where I imagine cards like this and Erratic Portal will get played. Not to mention Erratic Portal can be used on any turn, it's just a better card. The 1 mana decrease doesn't make up for anything, at least as far as I can tell.
She will be played in standard, she can come down on turn 5 most of the time or even try for a turn 4 drop maybe.
If you get a turn 4 7/7 flyer with her abilities it can be game ending in a blue white skies deck running spark double for fun.
Let's not forget M20, has a 3 mana flyer that makes another flying token when etbs.
So you need a first turn flyer, second turn flyer 3rd turn cast the guy with the token, that's 4 creatures. Fourth turn you can tap then to cast her, or even cast another one or two drop if some of the others die, and then tap them to get her out.
So Mardu's legendary does not care about Mardu Aggro, and Abzan's legendary does not care for Abzan Tokens. Guess WB and it's ancilliaries are still being punished for the LoD winning those popularity contests they had to end up fixing.

this is way better and much more interesting than the RUG and WBR legends. It's like night and day, WGB is a clear "winner" here.
That sure is a lot of work just to get a single Concentrate. Especially since the color best at doing this easy-mode can just, y'know, run Concentrate instead.
Well maybe this artifact isn't made for blue but all the colors that can'tConcentrate. That's the thing with generic artifacts, they aren't supposed to be as good at any particular thing as the color that specializes at that thing.
Concentrate isn't even very good. I'm sure this is a limited card, but it's still pretty bunk. The hoops you need to jump through are a little tedious.

I guess these are fine, but I wish they would take more opportunity to finish some land cycles that are allied only right now. EDH always appreciates cheap alternatives.
I wonder if this is supposed to be a part of RUG elementals. Maybe they want you to play elementals and punch them through with pump spells or evasion granting abilities from blue?

Spells and abilities will all go on the stack, but tapping is part of the cost of activating Krenko's ability. Paying the cost of something is part of putting it on the stack, so by the time you can respond to the ability he will be tapped.
Both decks probably should have blue regardless, and Flashback should DEFINITELY have red.

This card is DEFINITELY exploitable. I like it a lot, actually.
