Not sure why you would deliberately put the ramp payoffs in other colors, it seems like an unnecessary nerf to green in an otherwise very high-powered cube. The other colors already have access to ramp in the form of artifacts, so green already has an identity issue when it's competing with Signets and Mana Vault and friends. Also cards like Rofellos and Channel are best in a mono-green deck.
In high-powered environments, ramp tends to be the way to go for green, and the small or mid sized value creatures fall to the wayside. Stuff like Noose Constrictor, Masked Admirers and Sylvan Advocate might just not get played at all. Think about cutting those to make room. I'm guessing Kessig Prowler sees very little play as well, since it looks impossible to draft a base green aggro deck.
Just reduce the amount of slots in your deck dedicated to the combo, and add some big demons or whatever. Maybe add some tutor effects like Beseech the Queen to find the combo if you need it.
Huh. Suddenly that one copy of Far // Away in my Riddle of Lightning/Interpret the Signs deck will be a bit more useful. Not massively so, but it helps raise the average CMC of the deck without actually raising its curve.
This functionality didn't actually change at all! It already counted as 5 for those cards. Just goes to show that this rules change was needed to make it simpler for everyone.
In an extremely linear deck, where every slot needs to have synergy, it's possible that Bolt might not be optimal for the maindeck. For example a tribal strategy with Slivers or Goblins or something.
Yes, I think we've earned a place in Developing Competitive - our deck's placed higher than Skred Red, for example. We have better CA. Better resilience and access to their main piece - Blood Moon. We may not have put up as many results as SKRed, but what we have put up is over higher quality than Jund.
I'm not seeing enough results yet. Winning a local 1K is good but we need more than that.
New Liliana seems great against the current meta. Rabblemaster not so much. If your opponents are packing cheap removal for Infect and Affinity, then Rabblemaster runs right into it.
If you are around when a draft ends at the card shop, most people will give you their commons and uncommons for free. Check if your local store does drafts for FNM. You can participate in the draft yourself if you want, but it's not required.
I start to take his turn and he has like 3 pumps, a Negate and I think a Noble. I start to go about burning out his pump spells and realize I am at 20 still and he is only at 4 and *DING* light bulb comes on. Target his Skite, redirect to my Skite, redirect to his Skite, Rinse repeat, you loose. Another way to win with Emrakul!
You actually didn't need to do that. If he has a Skite, just play anything and activate his Skite as many times as you want. Kills him as long as he has an even life total.
Vexing is popular in budget burn builds, either when people run mono-red and need something to replace staples like Boros Charm, or when they need a more affordable replacement for Goblin Guide. It also sees play as a 1-of or 2-of occasionally, sometimes due to synergy with cards like Experiment One.
Legion Loyalist spiked to $10 at one point because Goblins was a popular budget modern deck. Its supply was much higher than that of Vexing Devil too.
Vexing Devil isn't a bad card, it just falls short compared to Goblin Guide and Swiftspear. While Devil generally will do 4 damage, Guide can easily do 4 damage and still sit on the board, threatening to do more. And if they have a Bolt, Guide or Swiftspear might be able to sneak in damage anyway, or force an opponent to get an untapped shockland off a fetch, while Vexing Devil allows them the leisure of bolting it after they untap.
Does Boiling away the oceans count as an ocean-themed deck? You can run a Troll Merfolk deck, with Sea's Claim, Spreading Seas, Aquitect's Will and Boil. However the manabase might be expensive, since you need a lot of nonbasic lands that produce blue.
I think Jori En could be viable, but I don't see that deck ending up with much of an ocean theme. Lightning Bolt doesn't seem too ocean-y.
Nyxathid seems pretty legit against Eldrazi. They have a pretty hard time dealing with creatures bigger than 5/5. If you cut Angler for it, you could even perhaps run Dark Confidant.
I'll say Riddle of Lightning. It's always a thrill to cast it, not knowing exactly what you'll get. (If you use library manipulation to set it up, you're lame.) Plus it's common.
Here's some cards you didn't mention which I think are worth looking at:
Bedeck - Reasonable hybrid removal spell.
Saheeli, Sublime Artificer - This is just good.
Deathrite Shaman - Niche but can be good in some cubes.
Sygg, River Cutthroat - Seems fun.
I think you just need to add more big green fatties for ramp decks. It sounds to me like that's what they primarily want. I would start with Avenger of Zendikar and Terastodon, and maybe look at Primordial Hydra, Greenwarden of Murasa and Rampaging Baloths. I also second the suggestion of Tooth and Nail.

If you need more instants, Vines of Vastwood, Moment's Peace and Beast Within are good options. An instant Naturalize effect might be nice too.
