In that case I'd remove the superhaste keyword and just keep the reminder text then. Accomplishes the same thing but it makes it look more formal if he wants it to be black-bordered. A nitpick really.
No idea on appropriate mana cost but I think 2/4 is the way to go with this.

Effortless diversion is blue.
Counter target spell. At the beginning of that spell's controller's next main phase, add to his or her mana pool, where X is that spell's converted mana cost.

Counters bombs, which is really what you need it for right? Would you play this? You can also use this on yourself to accelerate out a bomb.
I don't know much about cube but I know I wouldn't want that printed just because you never have to pay U, even Pact of Negation has you do that eventually. This would make it way too easy to put into a deck that doesn't even splash for blue (in fact I think among mono-colored decks it'd probably fit better in green anyways just because you can counter your own bomb if need be)
That being said I think that a reverse-mana drain is a really sweet idea for a cheap conditional counterspell. I'd love to see it at like U .

I voted modern because I don't have time to draft online but when I play in person I love to draft. I'm new and a minor so it's nice not having to worry about pre-existing collection or funds to get the win.
I was minding my own business reading about the issue of the Tribal type when I see that sig. I don't usually click sig links and I had no reason to click this one, I don't even play standard! But it was so alluring, I just had to see what could be so arrogantly lauded as the best tech in standard. So tagged I am.
Whenever I play Martyr-Proc I choose to go second, it's nice to have extra white cards to reveal. Also I draw first when playing Erayo-Affinity, getting those extra cards sooner could mean starting your lock by turn 3.
It's just another rule. Similar to how in EDH there are added rules regarding your commander and in Planechase there are new rules involving the planes. This is simply a new rule for a new way to play magic.
And it isn't like one player gets to counter stuff while the other player doesn't. It is equally fair to both players, barring a deck with nothing but uncounterable dudes.
I believe what they're asking is, why do the rules say so? As in, what positive change would there be by allowing this sort of counter to happen. In my opinion this doesn't sound like a fun variant. You can argue it's a different skill being tested, and you'd be right, but I feel like altogether less skill is being tested. This could be a neat mechanic for some other game, but I don't like the idea of magic with it. Your deck is your strategy, you should be limited to that. Sure you may have a commander, or a vanguard, or an allied deck, but the point is you are what you construct your cards to be. Magic doesn't need automatic failsafes for each player I think, your cards are what cover as many situations as they can and if they can't that's the fault of the deck builder.
